The Change Security Act has been created to support employees whose employment ends for production-related or financial reasons. Change negotiations and change security
The Co-operation Act obligates employers to provide employment-promoting coaching for employees who are made redundant. The law changed on 1 July 2025, and the obligations apply to employers with at least 50 employees whose employment has lasted at least five years before termination. This also applies to companies employing 20–49 people if, within 90 days, they plan to dismiss, reduce working hours, or unilaterally change essential employment terms or lay off at least 20 employees based on redundancy.
In addition, the negotiation periods were halved to seven days (previously 14) when fewer than ten employees are affected, or layoffs last less than 90 days, and to three weeks (previously six) when more than ten employees are affected and negotiations concern permanent layoffs, reductions in working hours, or essential employment condition changes due to redundancy.
Key elements of change security:
- The value of the coaching must be at least equivalent to the dismissed employee’s monthly salary or the company’s average salary, whichever is higher
- Coaching must be arranged within two months of the termination date
- Employment leave and occupational health services must be considered
- Expanded change security for employees aged 55 and over (details below)
Change security for employees aged 55 and over
From the beginning of 2023, change security was strengthened for employees over 55. This special protection applies to employees who meet the following criteria:
- They have turned 55 at the latest on the day of dismissal
- Their employment has ended for financial or production-related reasons
- They have worked for the same employer for at least five years with no more than a 30-day interruption
- They register as jobseekers with employment services within 60 days of dismissal
This change security includes:
- Change security allowance, equal to approximately one month’s salary, paid through the unemployment fund or Kela
- Change security training, valued at about two months’ salary, arranged by employment services
- Employment leave of 5, 15, or 25 days depending on the length of the notice period
