Job search guidance and counseling is a local service designed for residents whose employment situation is in transition. many clients who enter the service are unsure how to proceed with their job search or what employment support services are available to them.

The strength of the service lies in its ability to respond quickly to clients’ job search questions. it provides guidance for job seeking, directs clients to the right services when needed, and even anticipates career transitions before unemployment occurs. the service helps prevent congestion in employment services. it can be delivered flexibly across different locations and through outreach work, such as in joint service and counseling points, events, employer meetings, reception centers, or educational institutions, as well as partially or fully online.

We have implemented and developed this service in long-term collaboration with TE Services. The model is flexible and adaptable to regional needs. Below are examples of our successful implementations.

Case: Job Search Guidance in Pirkanmaa

We have provided job search guidance and counseling in the Pirkanmaa region for over 10 years. Through counseling and information sessions, we help clients quickly overcome bottlenecks in their job search and move forward efficiently. The service has also included online support and career planning guidance.

The service has been offered in multiple languages, Finnish, English, and Russian, at TE service lobbies as a non-stop service, face-to-face, via Teams, by phone, and by email. It includes open in-person information sessions, webinars, and focused guidance through appointments. After an info session, clients can book a personal guidance meeting.

At its peak, the service has employed over 20 advisors across the Pirkanmaa region. The number of client interactions has been substantial. Our advisors have met thousands of clients to support their job search and career planning. For example, with eight advisors, the average monthly results were:

  • 1,500 cases of general counseling
  • 35 individual coaching sessions
  • Up to 18 webinars per month, four days a week
  • 82% of clients would highly recommend the individual coaching service

Case: Low-threshold Job Search Counseling in Helsinki

Since 2021, the service has been carried out as part of the City of Helsinki’s counseling team, with 1–6 advisors at a time. The focus is on supporting job search activities such as creating or updating CVs, finding and applying for jobs, preparing for interviews, managing online applications, and helping clients fulfill job seeker obligations.

The service is delivered in employment service facilities, face-to-face, by phone, via email, or through Teams. Additional sessions can be booked by appointment. A significant share of the clients benefit from support in digital job search tools and online services.

The most important aspect of the service is that the client experiences it as seamless. We achieve this together with public employment officers. In the Helsinki metropolitan area, we have tailored the service to meet the needs of different language groups. Our multilingual advisors provide guidance in several languages and offer extensive support in using the OmaAsiointi online service.

Case: Uusimaa TE Office’s native-language job search counseling service – the mobile “Ukraine Service”

The core concept of the service was the same as in the previously described implementations. The key focus was providing counseling and guidance in the client’s own language (Ukrainian, Russian). The service was carried out between 2022 and 2024 for clients of TE Offices and municipal employment trials in the Uusimaa region. It also served as a preventive measure against unemployment, clients did not need to be unemployed jobseekers to participate.

The main focus was on job search, including direct employer contacts. The service strongly emphasized outreach work. Job search counseling was provided on-site, online, and by phone, but also through mobile visits when needed. Together with clients, we organized various employer visits and meetings, participated in job interviews, and provided support in employment contract matters.

We also delivered group-based training sessions and sector-specific courses combined with job search counseling. The key themes included job search and workplace practices in Finland, industry-specific requirements, and completing the necessary permits and safety cards required for different jobs.
